With the government's emphasis on active travel, equestrians are often excluded from provisions because it is deemed that all riding or driving is recreational, rather than being active travel for a utility journey, that is, a journey to a destination for which you would otherwise use a motor vehicle. However, many equestrians do ride or drive to the shop, postbox, to collect children from school, make deliveries, visit a pub or a cafe, and are often 'active travellers'.
